That would be true if games existed in a vacuum. But games face competition from other games, espcecially if they are multiplatform and of a popular genre. And even moreso if its not on PC. If an FPS is multiplat on consoles, you want to market the best looking version of your game so someone can say "oh hey that looks better than X, or looks more fun than Y" and holding back to not "ruffle feathers" is not only not natural for the market, but its definetly not universal. Multiplat Devs and Publishers have publically claimed to not support the Wii U, and I bet that rustle Nintendo's Jimmies a lot. The only company that would likely pay for parity is Microsoft, because Sony rarely pays for exclusive content for multiplayers, and the disparity b/w the new consoles favors PS4 over XB1.
Maybe last gen this would be relevant, but this gen I doubt the manfacturers can even control 3rd parties any longer, so I find it hard that 3rd party publishers and devs would give "considerations for the weaker platform" out of the goodness of their hearts. The same 3rd parties who made Wii ports despite its lack of power are now the ones who are refusing to work on the Wii U, both the PS4 and Xbox1 where designed with PC like architectures to easy the developers, with PlayStation overhauling their controller, and Xbox sinking millions of dollars into the Kinect to make it more accurate and force bundling it in the name of "developer support". Hell the only reason Respawn went exclusive with TF1 is because the studio is small and could only dev for one platform and expected the new Xbox to beat the new PS, EA only agreed because they beleived the same thing.
