I'm pretty sure the GPU is to blame more than the RAM.

720p 60fps vs 1080p 60fps. I don't think the X1 is that much weaker even with the ps4 advantage. I just think a more complicated ram setup plays a role too. maybe 900p 60fps if it were easier what do you think. I'm just assuming though.

The problem you're overlooking is that esram die is the reason why Microsoft had to choose for a weaker smaller gpu because esram was so big and there wasnt enough space, it's a problem MS will never overcome as it's a hardware problem, there just isn't enough raw power in the Xbone. Xbone has only 16 ROPs which is not good enough for 1080p. Read this from anandtech:
In order to accommodate the eSRAM on die Microsoft not only had to move to a 12 CU GPU configuration, but it’s also only down to 16 ROPs (half of that of the PS4). The ROPs (render outputs/raster operations pipes) are responsible for final pixel output, and at the resolutions these consoles are targeting having 16 ROPs definitely puts the Xbox One as the odd man out in comparison to PC GPUs. Typically AMD’s GPU targeting 1080p come with 32 ROPs, which is where the PS4 is, but the Xbox One ships with half that.

The more complicated ram setup plays little role in this, it's all about the ROPs and raw power of the gpu. Xbone will always struggle to get 1080p, weaker gpu=weaker. You cant make a HD7870 out of the HD7790.
