This is extremely difficult (so I won't answer) because I like both. I'm not circumcised, and I have a fetish for small breasts/flat chest. I think it looks pretty damn cute on a women. On the other hand I like nicely sized breasts but I not so big to the point where they're disproportional to the rest of the women's body (i.e. really big)

An uncircumcised penis looks more ugly than a circumcised one and I think carries more germs, so that's worse.
