There's literally a timestamp right on the tweet, which means that even if it was Pacific time that the tweet was made at the least 40 minutes ago

Indeed, and there's someone from Sony, in front of a PC, on their twitter, sitting there 24/7 to handle these things the minute they come up. 

40 minutes isn't that long.

Yes, there is lol do you not know how companies work? This isn't some guy sitting in his bedroom who went off to watch tv. This was a person in an office who is a part of Playstation's social media department, they monitor tweets and replies to check relevancy.
