Underrated= something that wasn't appreciated well enough I feel that games like Xenoblade and Super Paper Mario fall into that category.

The fact that you mention Xenoblade as an underrated game reinforce my theory that both The Last Story and Pandora's Tower got overshadowed by Xenoblade, and thus, underrated.

Shadow of the Colossus? That's considered one of the greatest games ever made. How in the world is it underrated? I wouldn't put Xenoblade here either considering all the hype it got, or Jet Set Radio, or FFIX, or Super Paper Mario. In fact, there's only like 3 games here that could be considered underrated.

Not many people played SOTC. 1 million is ok at best.

But that doesn't mean it is underrated. Not many people played Demon's Souls (1.5 million is ok at best) and that game got universal praise.
