Find out what they have. (if not all in same house then you may get 2x or 3x the consoles, etc)
Get some gift cards at Gamestop so they can pick some of their own games.
If they don't have 3DSs then buy an XL for each, get the special edition bundles and a unique design for each. Plus games such as Pokemon X/Y, Zelda, Marios, etc, etc.
If they don't have a Wii U get that plus (NSBMU/NSLU), ZeldaWWHD, Rayman, Mario3DWorld, 4xWiimotes, 4xnunchucks, 1xpro controller, NintendoLand (think it comes with wiimote), LEGO City, LEGO DC, COD (for 13yr old), Pikmin3, ZombiU,
If you get Wii U and/or 3DS, then get each kid $50+ eShop cards.

Pretty much what I was going to say for kids.
Wii U per house hold and 2DS instead of 3DS perhaps as they cheaper so leaves more options for games.
For the girls I would throw in just dance 2014 and just dance for kids on Wii U lol.
Boys throw in Rayman on Wii U

Assuming that they will keep these consoles for 5 or so years, the 13-year old will be an 18-year old at the end of that span. I think he will be mature enough for one of the "big" consoles. Unless he is a big Mario fan, he will be disappointed with the WiiU when he cannot play online with his friends.
The other option is to get both, but then that limits you on how many games you can get.
They sound very spoiled. What are the odds that they already have everything?
