GTAV or TLoU. TLoU has one of the best stories ever coupled with perfect gameplay, it is very tense when trying to sneak by clickers specially in Survivor Plus, add in the unique multiplayer and you can't go wrong. GTAV has also a fantastic story with amazing set pieces, huge open world with a lot of things to do, also I am currently playing GTAO and it is great. You can't go wrong with any of this. I will personally say TLoU should win GOTY and GTAV as a runner up.
