Well I'm no expert on the subject, but it appears the Model 3 and Naomi board were pretty similar. Both used RISC arcitecture. The Naomi board and Dreamcast share the same CPU and GPU.

Several Model 3 games were ported to the Dreamcast so it must not have been very difficult to do. Eitherway, Sega put a lot of driving games on the Dreamcast. Maybe they felt other driving games were stronger than Super GT.

 

They were as similar as a 360 to a dreamcast:

CPU:

 Model 3: PPC

 Dreamcast: SH4

GPU: 2 x Lockheed Martin Real3D/PRO-1000

 Model 3: 2 x Lockheed Martin Real3D/PRO-1000

 Dreamcast: PowerVR (tiled rendering)

This has nothing to do with naomi. The model 3 was a *very* powerful hardware when it was released and I doubt Scud Race would have been possible on Dreamcast.

Just take a look at the tech demo and notice the pop-ups:

I miss old arcade style racing games like Sega Rally, Top Gear, Need for Speed, Ridge Racer, Cruis'n, etc.

Now all of those are pretty much gone except NfS and RR, and both of those series, at least in my opinion, have gone sharply downhill. What was once the domain of awesome sports cars and cool countryside tracks, is now dominated by "Fast and the Furious" riceburners and nighttime cityscapes. Too bad.

I can't see the video you posted, just give me a direct link. PPC and SH4 both use RISC arcitecture.

The Naomi was more powerful than the Model 3 board. With that said, Dreamcast is basically a Naomi board.

 

The Dreamcast could have easily done Scud Race, just like it did other Model 3 games.

I even played MSR back then ;) And Scud Race does look better than this, especially given that it runs smoothly at 60fps while MSR doesn't even manage to be solid at 30fps: http://planetdc.segaretro.org/games/reviews/metropolisstreetracer/index.html :)

But however, keep your opinion, there is no reason to argue nowadays.

Fair enough, I'm sure the Dreamcast can deliver graphics at par with the Scud Race arcade. But it might not be able to do it at 60 fps.

Some of the levels in Hydro Thunder are very detailed and reminiscent of a game like Scud Race.

True.

And while it was on the market, it gave PS2 a good run for its money graphically, with games like Shenmue 1 and 2 and Soul Calibur.

It might have had less overall RAM and a weaker CPU than PS2, but it had twice as much VRAM.
