I agree with this to an extent. There are games that are of quality that come out at the end of the generation but there are also crappy games that have come out at the end of the generation.
Not everything that comes out at a launch is bad though. PS2 launch had Dead or Alive 2, Armored Core 2, Timesplitters, SSX, Tekken Tag Tournament, Unreal Tournament(I list this only because it's good on PC,) Evergrace, and Eternal Ring are good. Debatably. I like Evergrace and Eternal Ring, some people might not. They're no Demon's Souls, but they're good.
I think Armored Core 2 is probably one of the best examples though. Great game. As a fan of the series, I'll say this. As good as Armored Core 4 and For Answer are, they're not launch titles and they're not as good as the the classic series. Armored Core 5 is just a massive disappointment and Verdict Day was just released. I will go so far to say that in my personal opinion, Armored Core 5 is a piece of shit that I only still own because I feel obligated to as a long time fan of the series.
