Just kidding, I think it would sell well, since GTA lends itself to portable sessions.

Yes. :)
IF this happened, (which is unlikely, but I'll get to that later) then it would be quite successful. Couple with a $30-$50 perm price drop, and sales could shoot way up.
It won't happen, however, because to make a GOOD Gta game requires, time, effort, and money. None of those three things would be smart to put forth towards the Vita, because it's just not very successful right now. If Sony funded it however, that'd be different.

Given the Vita's current situation, it would be near impossible to have "monstrous" sales.
It'd still do very well though and would be the perfect game to put the Vita back on track in the West.
The game I'm still waiting for, it will really help out the Vita if it does come out
