I think that was the original assumption! 30fps being the minimum on SP, the maximum varying on complexity on-screen.

Blimblim first upload a 30fps video but after that it checked that the game was running over 30fps... so it replaced the video for a 60fps one.

"Only the multiplayer video is 60 fps. Single player is 30, since the game seems to be locked at 30... (update, I was wrong, I'm encoding a 60 fps version now)"

No, I mean Guerilla (or Sony, or whatever) anounced that the game would have 30fps minimum.
