ive noticed the water, shadows(the sail has some moving shadows that the ps3 doesnt) , and PS4 has more objects being effected by the wind(a very obvious flag towards the end aswell as others).

It's not JUST that. There was an article that showed some differeneces on current and next gen, but it wasn't enough to be considered a big jump.

um...is it just me or is the PS3 a little brighter and more colorful than the PS4 version. It's a youtube video so I don't take much thought into it but it was kinda' weird?

Noticed the rope moved when he move the wheel (0:58) on the PS4 and not on the PS3.

Not much difference, the ps4 will have less pop up than the ps3 thats all I really care about.

Does AC4 require an installation on the PS4?  Considering how close these two are it would be pretty messed up if it did.

Look closer. The textures are much sharper, the view distance is longer, the shadows are much better. Pause the video at about 0:57. The detail of the rope on the steering wheel (sorry if there is a nautical term for it I am not a sailor) is much more realistsic looking on the PS4. You can even make out the facial features further away. It is a marked improvement.
