First, certain publications often get the right of first review. My guess is that OXM will have that right as they are the official publication for Xbox.
This happened with the Xbox 360 and sometimes happens through a console's life cycle. Publications negotiate that right of review.
Second, the Xbox One's demo units (being installed in stores now) won't go live for two more weeks. Very likely, Microsoft is trying to coordinate a strategy where by the reviews and access to games hall happen at once.
Embargos happen all the time, you just don't know that they happen because you don't always hear about them. But there are routinely embargos surrounding games and new consoles. Right now, every major publication has their hands on the Xbox One, most of those publications are probably sitting on articles regarding the Xbox One just waiting for them to be published, but they're hands are tied by an embargo.
Again, none of this is abnormal. Especially when you consider that the Xbox One won't have demo units to play until the PS4 is out and won't be available for sale until two weeks after the PS4 is out.
