AI has been the same since Goldeneye on the 64.

Skyrim has just as good of AI as any other game I've played.

Even if you do prefer a controller, the PC has them too.

You can get SNES, n64, Playstation, Dreamcast or Xbox styled controllers, so really, there is something for everyone. :P
Granted, if you use a console styled controller in a multi-player game, you need to expect to get dominated.

Good news is, your CPU is fine to run it, you have plenty of Ram, but the main problem is, that GPU.
However, modding is extremely trial-and-error, so, give it a shot and see what you can achieve.

I did a ton of modding to Oblivion back in the day, mainly to get the game to run on origional Xbox classed PC hardware via modified shaders. (I.E. Pentium 3 Tualatin, Geforce 4, 512Mb of Ram.)

Here is what the mod "Ice Enhancer" does to GTA IV, still the most amazing graphics mod IMHO.
My other PC struggles with this even at 1080P with Dual Radeon 6950's and an FX 8120 @ 4.8ghz.

Yep, high-end PCs are always next gen, cheap PCs like the ones I build for myself are next-gen if assembled enough time after current gen release. Using on-board graphics (although the best available in early 2009, the HD3300) my current PC is more than 7th gen for RAM, but not for graphics, and it's definitely less than 8th gen in everything. This time, thanks to APUs and RAM price, I'll be able to get more than 8th gen for RAM and little more for CPU and GPU, even building it earlier during this gen, but if I stay low-price it will be less the 9th gen anyway. I'm quite satisfied, though, as due to both Sony and MS being generous with RAM, but prudent with total costs and HW power, my next PC will be able to last longer and support each 8th gen game, at least at console settings, unlike my current one that can't even run the newest game in my backlog and many of those in my wishlist.
