I just want to throw my two cents into that question:
-I have been flat out saying that the Xbox One is in reality Half as strong for a long time. But you can find that thread for the reasons...
-Whether it is half as strong or not, it is weaker, and in fact I have to say it was practically designed to run at around 720p for thease reasons:
1) The slower bandwidth makes it harder to supply higher resolutions fast enough
2) The CPU frequency speed up makes 720p gaming get a noticable bump (CPU speed does not effect higher resolutions as much)
3) The ESRAM frame buffer is really only big enough for 720p or a little higher
-Then realize that Microsoft was clearly surprised by the PS4's surprisingly imminent launch, and was forced to launch the Xbox One's launch to the point that devs didn't get proper dev gets as soon as they should have.
-This also caused the drivers to be no where near ready.
