That's amazing, the PS3 was a little bit too noisy.
Be aware that It was a development system though, so these specs might still change in the final product.
Apart from that, I want to point out that anything having "BILD" in it's name should be taken with a huuuge grain of salt. ;)
Which version of the ps3 are they using cause i swear my plat was like a jet engine.

PS4 will accept standard 2,5" SATA HDDs like the PS3. But while the PS3 only accepted HDD up to 9.5mm height, PS4 will also accept 12.5mm weight HDDs.
Their dev-kit PS4 uses a 500GB, 5400RPM Western Digital drive.
PS4 plays DVDs and Blu-Rays just like the PS3, but it will not play Audio-CDs at release; that feature will come as an update later

They say that in menu mode, the PS4 couldn't be heard at all, unlike the PS3
The hard disk is held by a nice "Playstation screw" - all other screws are special screws that require special tools to open

BILD is germany's most widespread (and influential) newspaper, but at the same time, "BILD" is also THE synonym for bad journalism in germany. Claiming that some person probably reads BILD is a popular way of insulting that person's intellect over here.
But of course, that doesn't mean that these specs should be considered false, they're most probably perfectly correct.
