I think I have the beggining of an answer to that.... pretty sure what it means is... servers space, compute time etc is free for devs.... but they pay for bandwith use and data volume transfered from said free servers to users....

not sure I'm right but that's the only explaination I see that would make both statement true....

Perhaps it is free to a certain level. Certain number of servers, number of vcores, etc are free and above that you pay a very affordable rate.

This makes sense to me, as it offers smaller devs and indies with likely smaller user bases a free option and perhaps the bigger games end up buying more space/power for the much larger user base.

how is not a huge adavantage ????

yeah COd was a bad exemple it's a blockbuster of course it will try to offer the same on every platform.... now for smaller title that can mean a lot and that's where the thing could be huge.... it means no need to calculate server cost for some projects from smaller dev studios... how can you say it is not better than not having the option and not being a big advantage.... ????

 

Not an advantage because multiplatform games, like COD, will use same setup on both consoles.

Just like PS4 power isn't an advantage when it comes to multiplatform games since they will look and perform the same

Most of the shooter I played last gen on the PS3 had dedicated servers, Warhawk, Resistance 1 and 2, Killzone 2 and 3, MAG.... I really do not see how this gives xbox live an advantage... It doesn't...

The way that Azure works today, you only pay for what you use if you go on a standard license.  There is no server sitting out there for each developer game.  Instead they submit the software to MS and when a request comes, Azure spins up that server to host.  I believe you could be on the right track, there are many different ways MS could charge a fee or not charge one based on what type of license they want to provide developers.
