Except he's not wrong about this.  You listed... what like 7 exclusives (8 if you want to throw in Persona 4).  And of those, like 4 had an aggregate score of above 80. (I know I know there is a media conspiracy against Vita).  I'm not necessarily saying the games you listed are bad, but unless you're a really big fan of niche Japanese games, there is not a compelling reason to buy a Vita in your post.  

Back on topic, it would simply take a number of exclusives to make me buy a Vita.  I'm not going to buy a system for one game I want to play.  Games like Gravity Rush are a good start, but not nearly enough.  For me to buy a system, there would have to be something like 5 or so games that I REALLY wanted to play.

That being said, if Shenmue 3, Mega Man Legends 3, Skies of Arcadia 2, or Power Stone 3 is announced as a PS Vita exclusive, I will buy one instantly.

I already got one, but my one reason I got a PS Vita really was for PS1 games.

PSV games cost 60$ while ps3 games cost 75$, while a PSV system bundled with a game costs a full 400$ and that's exactly how much I got during my summer job. So got a PS3 GTA V bundle instead which i imported from USA. (I was hesitating a lot between the two systems)

I already have one, but I can tell you firsthand Killzone; Mercenary is AMAZING. Also, I think the US sales numbers might be wrong because I have zero issues finding full multiplayer instantly day or night, all game modes...Also global stats show 145 million kills since it was released 1 month ago...
