They were awful and certainly not before their time.  There were plenty better designed online games before the Outbreaks released.   Online doesn't explain all the shitty design decisions either.

Outbreak 1 and 2 were amazing games.  The only problems were the load times and certain adlibs(hitting square) could freeze the games.  The Outbreak series, released after Resident Evil 4, was them going back and trying the actual survival horror one more time and should have been the true progression of the series.

They had some extremely unique ideas with the games, all which worked really well.  In certain stages, zombies would keep coming no matter how many you took out; through doors that led to the streets, floor grates, etc.  Enemies weren't confined to a single room and would move room to room, while there were also certain tools you could use to barricade areas and slow enemies down, or certain items you could drop on the ground to cause an enemy to ignore you(like blood when the leachman appears.)  You had eight characters that had completely different stats and specialities.  Since the characters in Outbreak aren't super cops, it's also the first game in the series to have melee weapons that were actually effective, instead of slashing a zombie to death with a knife that won't stun the zombie, you can hit the zombie with a pipe, a crutch, etc, and knock them back.  Resident Evil Outbreak even had to where you could aim melee or fire arms while moving.  Something that's not in the series until Resident Evil Operation Raccoon Shitty.

There is a reason the second games sold like crap, nobody liked the first game.

The quality of the series was not there, the story was a mess and mode no sense, it conflicted with established events, completely redesigned the city.  There was no polish to the game, animations were sluggish, had horrible loading times, playing offline was absolutely terrible with abomination for AIs, the online blew in a millions ways including no voice chat, poor communication options, dozens of ways to troll other players that broke the game, crappy matchmaking, allowing players to just wait by exits to let others do all the work, but still get the highest scores, numerous bugs, etc etc

Was a good idea with piss poor implementation, ORC too.

How many games this gen have you played where the AI wasn't any good?  In Resident Evil Outbreak they were just there.   I've played a lot of highly praised games where the player AI was far worse.  Dragon Age Origins, Mass Effect, Saints Row 2 and 3, etc.   The Bioware games AI was literally useless that unless you're controlling all the characters, they were usually going to get your entire party killed, the reason why Dragon Age Origins is best played on PC.  The Saints Row AI shot at literally anything that moved, bringing your heat all the way up anytime you had one of your homies with you.

Online had its issues, but there are games this gen that have issues with online.  Dragon's Crown has all the same issues Resident Evil Outbreak did and it's a 2013 game, Playstation All Stars has voice chat but is literally unplayable, Twisted Metal has voice chat but why does that matter when you couldn't get in a game the first six months.  Playstation All Stars is a piece of shit,  but Twisted Metal and Dragon's Crown are still good games, despite their horrible online modes.

Also, Resident Evil Outbreak no longer has online, so its online shouldn't matter any longer, because there's no way to go online.  That's like me telling you to go buy White Knight Chronicles 2 right now for the online.  There's no  reason to buy it for the online as it's nothing but a single player game now.

I don't blame them. Resident Evil 6 was the worst Resident Evil game by far, next to Operation Raccoon City.:P

It's worth at least that much. lol
