GoW:A is necessary to test the new Multiplayer component to be mastered in GoW IV.
That was the main point of GoW:A... first attemp with Multiplayer.
I'm not surprised, Gears of War Judgement is really really bad. I hear bad things about God of War, but it can't be as big of a let down as Gears J.

GoW:A is the third prequel in a series of 6 games and had mostly negativity surrounding it until a month before release due to the marketing focusing on multiplayer. It wasn't hyped, believe me, I tried to hype the game up and convince people it would be awesome but nobody listened and they were right not to, I knew deep down it would disappoint but I tried to stay optimistic.
I'm sure both Sony & Microsoft are disappointed. Also GoW:A hit the bargain bin 2 weeks before GeoW:J (sub £20 is bargain bin considering how recent the games are, no?) but it had multiple SKU's with the collector's & special editions which probably made up for the standard edition dropping in price quicker. Considering this and the fact GoW:A is under-tracked in the US by at least 49K based on its 1st month NPD & its pre-orders were 8x better in Brazil than GoW3 which sold 30K in its 1st month so it's other sales are under-tracked too, I bet God of War: Ascension has made more money for Sony than Gears of War: Judgment did for Microsoft but neither party will be particularly happy with such small profit from both games.
Ascension's SP element was a pretty big disapointment, especially after the epic that is God of War III. The MP, however, was actually pretty damn fun and creative. Honestly, I think SSM should have focused their entire efforts on that, and released it as a stand alone on PSN or something.

That's your opinion, but IMO pretty much everything that made Gears of War a good game has been stripped from this game. There is no sense of desperation, the plot is paper thin, and actually comical (why are they trialing Baird when people are dying in the courtroom due to the firefight outside?). There is no Horde mode (well what's left is butchered), the game only comes with 4 maps, and....well it's pretty bad.
The gameplay is fine, but everything is is just crap, and yea, like you said, it's an unnecessary addition to the franchise. The plot is.,...just meaningless, and bad.

i will probably never understand why people always compare these two franchises with each other. totally different franchises but well...
with that said, gears was probably a much bigger disappointment for the fans as gow was and with that, gow deserves to sell better. but i think if gears would have gotten such a low price as gow got after only three weeks or so, it would have still a small advantage in sales.
Some people make really unfair comparisons.
GoW: Ascencion is alot better than GoW: Judgement because the game improved both graphically and introduced an online play mode. What did judgement do for its series? If you play them both you will see.
