SE was amazing on the handheld front. Dissidia 012 is the ultimate love letter to the FF fan.
NIS was amazing anywhere.
tri-Ace produced RoF and SO4, enjoyed both immensely.
Atlus gave us something as amazing as Catherine.
Sucker Punch made InFamous 1/2, the best Sony first party titles of the gen IMO. Uncharted? LBP? Didn't enjoy either nearly as much.
From Software made gems like the next-gen Armored Core games, and Dark/Demon's Souls.
They'd be my top devs for the gen. Though, I've yet to REALLY get into it ^.^

I found RoF to be enjoyable, but the story was from bad to worse in every chapter.
Naughty Dog hands down for me, the Uncharted series and The Last of Us have been more emotional and endearing experiences rather than just games to play.

For some reason I forgot Nintendo in my original post. I've not played much Wii titles by now, but Wii Sports/Resort is one of the gens' definitive experiences. Tennis and swordfighting rule. Xenoblade is still waiting until I free up some time.
Retro Studios. Metroid Prime 3, DKCR, and some work on MK7 inbetween. It's not quite as long a list as someone like Naughty Dog, perhaps, but the sheer quality of the titles they produced (I would put both Corruption and DKCR in my Top 5 list of 7th gen), as well as their work on revamping the control scheme behind the first two Primes and making them even better, boosts them to the top of my list.
