Alright well my advice is keep an eye out for a cheap used 360. When my PS2 broke, I replaced it with a slim for only $40 a few years back (a little after it was replaced).
Maybe you can find a 360 for 50 Euro used soon, and then you can get Vesperia and Lost Odyssey. I also strongly recommend Project Sylpheed, it only has bad scores because it's short, it's honestly like a JRPG version of Starfox.

At this point, I'd say no - the exclusives weren't THAT great, they were mostly valuable for their online play, which is now dwindled by now.
The one benefit though, is the games should be very cheap since it's been a long time since they came out, so you'd have a lot of gaming options for cheap. In the end it's up to you - but I personally wouldn't - too late.

But what about Fable, the Cave shumps, The Witcher 2 and Metro 2033 if his PC can't handle them, Dead Rising, Tales of Vesperia, Lost Odyssey, Blue Dragon, Magna Carta 2, Infinite Undiscovery, the first Condemned (though I'm not sure if that one released on PC too), a more estable and playable version of Bayonetta, Project Sylpheed, DarkStar alliance, and the whole amount of Arcades? What, don't those count?

I don't know what you're calling terrible, but that's pretty much subjective. He already owns a Ps3 and a Wii, so I don't really see the problem if he wants to invest 99 euros in purchasing a 360 and playing whatever he got left. He also get the benefit of offline co-op, something that in most PC titles isn't possible.

He can do LAN co-op too if he knows people with 360 near him. Anyway, nothing beats Four player co-op offline in Geometric Wars 2, imo.
