But does that mean that Preorders will suddenly open? And I think they would wait until the AC Pocket Camp is on the market for a couple weeks before they announce the Switch Game.

I think they will ultimately do that as well. Pocket Camp comes out on the 22nd, that'll be just 16 days before the the last 3DS game leaves the chart.
It's still possible that they have a Direct and they show off other games that could draw enough interest like Kirby or Yoshi. But time will tell.
