It's not normal. Shops only close in New Year Eve. Neither yesterday, nor today was a national holiday in Japan. Still, they're fully open during National holidays

Honestly I think over 100k at retail for Star Ocean 5 on PS4 should be considered good enough. It had absolutely no reason to grow from Star Ocean 4 and adding in digital and the PS3 version it will come close to what SO4 did on the 360. That's nothing amazing but I think Square Enix had it coming lol
