You may have to get more specific than sales. Vita has many games that have sold very well, it's just the 3DS HW sales + big games that dominate the Vita. The smaller developers have found their niche (read: fanbases and console multiplats) on Vita.

Some of them are games from franchises established on Sony devices, others are targeted at otakus that apparently prefer PSV, and some others are visual novels that ...meh.
