Monster Hunter 2 on PS2 outsold Monster Hunter 1 on PS2. In 2006, the generation was over with all 3 consoles out. MH3 was coming to that platform.
Monster Hunter Freedom 3 sold 4.87 million retail on the PSP. Monster Hunter Freedom Unite sold 4.13 in Japan. Unite had higher worldwide numbers because it was actually released worldwide. Freedom Unite is actually Monster Hunter Portable 2G, as it was released in Japan. MHP2 did 1.75 million and 2G did the aforementioned 4.13 million.

So you admit a follow up on the same console still sold less than a previous title. And the changes from Portable 2nd (Freedom 2) to Portable 2nd G (Freedom Unite) were actually a big. MH4 Ultimate is largely the same game as MH4 with a few minor changes but now with a global release.
However, if you take Capcom's official figures into account, it is true that no MH game sold less than a previous iteration. Because VGC has Freedom Unite/Portable 2nd G massively overtracked. VGC says 5.42 million. Capcom says 3.7 million.
Don't forget, MH4 never had a release outside Japan. MH4 Ultimate will. So Japanese only pre-orders alone do not indicate a reduced level of sales overall.
