And have I mentioned it would potentially qualify as genocide and violate some of the most basic human rights laid down when the ONU was founded?

How is it genocide when nobody is beng killed, nor is any ethnic, religious, racial, or national group being exterminated?

No purely on the basis of what would we do with the babies that were illegally created.

In this hypothetical situation, the licence would control a person's fertility. Without it, a person would be physically incapable of reproducing.

Read some literature, controlling a populations ability to reproduce is too dangerous for anyone to be trusted to police. It would build even more divisive classes in society than exist now. It really is terrifying to think people would even consider trusting the corrupt governments with such powers.

Yes, if someone is uneducated or financially unfit then they shouldn't have children.

Doesn't terrify me quite as much as a vast underclass of dysfuctional people churning out babies willy nilly until the majority of the population becomes dysfunctional morons.

More educated people tend to have fewer children.

If you want to talk about corrupt governments, it would be easier for one to take advantage of a society where the democratic majority is uneducated/undereducated/dysfunctional/just plain stupid.

Well if it's legal to make a baby in a test tube for a nominal cost then yes. Sterilize everyone.

Education and raising the standard of living has already proven to reduce birth rate, so much so that if it wasn't for immigration many western countries would have a shrinking population.

If you don't want poor uneducated people to create more children, your best bet is good public education with good job prospects. Any other means, like fines, will only harm children more.

Anyway it's already working

Part of me wants there to be a set of standards for a person to have the right have a child. The thing is having offspring has been such a huge part of human existence, its just been always thought of as default right of person. Creating a legal structure for this wouldn't be impossible, and it would, and could only be applied to extreme cases. I mean human society already has a set of rules for nearly everything, including for the a person' conduct after they have children, and getting rid of a child you don't want. As mentioned in this thread already, China, made a legal regime to regulate its citizens rights on having children, out of the necessity of overpopulation. So China, didn't really tell anyone that cannot have a child, they just said how many you can have.

I've thought about this before. And even discussed it with friends. The subject of over population was mentioned and also licensing pregnancies.

I don't think a license would solve the problem. Think about it, Drivers Licenses were meant to keep idiots off the road and people aware of the rules of the road. Has that stopped any idiots from obtaining a license to drive?

Idiots will reproduce regardless. Ask your local government how those gun permits are working out.

Edit: I also see something else wrong with it. If I decide to have a child, I don't want to have to pay what is essentially a tax for someone elses stupidity.

the problem i see...is that almost no one would be fit to reproduce. world population would likely be reduced to a million in a couple generations.
