there are free to play games on psn that don't require plus
the games sony gave playstation 3 owners after the outage were free as long as you had an account on psn at the right time
there are games that you get for free while you are a plus member.
The free while you are a plus member are obviously more of a long term rental.

Random people say its not free= everyone says its not free? People will argue that PS+ games are free and also that is free. And the reverse.

people say games are free on the ps+ cause you pay blip amount that would cost about the price as a single game then all the other games you get are basically free, sept you don't really own them.
