I seriously doubt that number.

The vast majority of the Windows Phones being sold are the Nokia Lumias. And we already know that those shipped 4.4 million in Q4 2012.

Actually he didn't "lie", he was just deliberately vague, as the number of users can be different from the number of units sold to end-users, each unit can have more than one user.

Microsoft just released this staement in their quarterly earnings report:

"Windows Phone sales were over 4 times greater than last year"

Given that they sold 2.75m WP's in last years quarter, WP's sold at least 11m this quarter! Awesome sales!
