Call of Duty has released on both Vita and WiiU and both met with what for the franchise are terrible sales, so far. Currently sales are
CoD Black Ops II (WiiU) - 160k
CoD Black Ops Declassified - 450k
The Vita game has been on sale for longer, however the WiiU game has already dropped below the weekly sales of the Vita game.
Lets list some Pro's and Cons of each version.
WiiU Pro's:
- Main CoD title
- Fully featured multiplayer
- Local multiplayer (which Nintendo love to market for WiiU)
- Several control options
- WiiU userbase will likely overtake the VIta very soon, so a larger possible consumer base
- Game reviewed well and is a good game
- Has all the CoD game modes.
Vita Pro's:
- Exclusive title
WiiU Cons:
- Multiplatform
- Nintendos console typically favour first party game sales
Vita Cons:
- Spin off title
- Gimped multiplayer
- Lots of missing modes
- Reviewed badly and is a sub par CoD game
- Vita selling slowly, not likely to have anywhere near WiiU consumer base

I really REALLY want to say that Call of Duty sales on the Wii U have already peaked (i.e there will be no Wii U title next year) but I think Activition will give it a go once more (due to Nintendo's $$)
I think the Vita, because a lot of people believed it to be the title for the vita, and hey when there is a bit of smoke, you typically get some sales. (Regardless of the quality).

Bundles. That's what's made the difference.
One is a decent game the current userbase doesn't seem to want, yet.
The other is a terrible, terrible game, one of the worst of all time, but the userbase seem numb to this.
Strange.
But we can agree both have sold very badly. Given that one has sold millions on other consoles and the other was supposedly a game changer for the worst selling gaming hardware for over a decade.
When asked about the lack of games in a post-event interview with GameTrailer TV’s Geoff Keighley, Microsoft’s Don Mattrick said: “And we’re going to show such amazing content at E3. Be planned to be blown away.”
