I believe it's because Sly cooper is delayed in Europe, until March.
You can import it, but I don't think the Digital version for the Vita will work though. If you do import please let us know.

The only game that is region locked is Persona 4 Arena. Every other game can be imported from Japan or Europe. In any case that means the PS3 is not region locked, if the publisher has to region lock the game.
The only content that is region locked, are downloadable content. I have and played a few imported items.
EDIT: I know the online component in some games are region locked. In some games, you can't play online with people over seas.
