I'm currently on Shadow Mitsuo at level 40.  I know I may need to be able to level up a bit before defeating him so what would be the best mid level 40 persona to get? 

The special fusions. I ended up using them the most since they have the best defenses. Tam Lin, Yatsufusa and Trumpeter. With those 3 I didn't really bother with anything else, so try to fuse them.

yeah but dont you have to be a lvl like 70 for them?

Yeah those are around 50-60 and there are indeed more stronger ones, but since that was on my first play-through I didn't get them all lol.

You can make Black Frost at your level. he got good defense too.

So here is my question.  What makes Black Frost so good?  I have other personas with better statistics so what is special about him?  Ive been hearing black frost when I search it up too

with him equipted, fire and ice attacks will heal your HP, and you'll Repel darkness, plus he has no weakness. thats why he is pretty good at low levels since most enemies/boss mostly use ice and fire.

Is he good against Mitsuo?

I was switching between fuu-ki and dis.
fuu-ki got a spell level up for tempest slash, or something which was heavy 2x-3x, and he had matarajuku for ally attack, and chie had the masukarajuku or whatever, for defense. Was pretty easy actually.

Shadow mitsuo was all lightning for me. Perhaps it switches back and forth, but lighting really did nothing to my party. Just kept hitting him with physical and agidyne along with occasional matarajuku type spells.
IIRC, it would go me tempest, chie rampage, kanji killrush, yukiko agidyne.
Then every couple turns, i'd change myself to matarajuku, and yuki would give a mediarama. No big deal.

Wait is this not the last boss?  Who else could be left?  Well maybe that detective kid

Good idea to troll around for those skill level up cards. Totally worth running around and grinding.
