I'd like to start out saying that I'm not trying to justify their actions. Anyways, solely from what I read in that article, this isn't China's fault per se. This was the decision of the parents, the country didn't force them into anything. Yes, this does seem immoral and these children have been pushed to far. It seems to me though that this is more large scale and public in china where I wouldn't be surprised if many other athletes grew up in an abusive environment, just privately. This feels to me like an attempt to devalue the effort of China and its athletes who simply worked harder to become where they are today. From what I read, neither the Athletes, nor the country are at fault in this scenario and using this as evidence so prove your superiority and make up for the fact that China is dominating the UK in the olympics seems petty and frustrating.
At least it seems to be for a more noble goal then this mess

Anyway I would not trust the daily mail one bit for the full story. I'm sure they have a Spartan training regime but cherry picking and embellishment is the daily mail's specialty.
