From what I've heard, its tough for newcomers. I've also heard that the netcode for the online is not very good. I was thinking about buying it at first, but with Persona 4 Arena coming out in two weeks, I figured it would be a waste of money.

It's as easy to get as street fighter. I personally find teh combo system more easier than SF but also much more rewarding. if anything the thing you will need to get used to are low/high jumps and dodge.
The online for what i experienced was...meh.
In my opinion, it's good, rent it first and judge it by your own.

Is the input window retardly small like SF4 for performing combos/Moves?

No with most of the moves, that's why its easier in part. There will be moves like 1/4back + halfcircle forward + Punch/kick wich might be annoying if you arent used to them

Alright so I'm a pretty big fighting game fan.

I would definitely say KOF 13 is up there at expert level. It's pretty hard to get into if you are new to the fighting scene and the fact that you need to master three characters to actually fight kind of makes it very time consuming. But it is definitely very rewarding if you like fast faced long chain combo type fighter, unlike street fighter which is not very combo heavy.

I would recommend you play Blazblue Continuum Shift Extend (By makers of Persona 4 Arena) if you want a deep, fast paced, competitive fighting game, but one that does not require as much time to master as KOF since you only really have to learn one character to play with others. Plus the characters in BB are VERY unique and each of them have completely separate gameplay mechanics all on their own. Its definitely worth checking out.

I own BB. Hated it. Thought the characters were so genric. Ultimately it came off as a poor mans Guilty Gears.

hehe.

Ive been a street fighter guy, i bought kof13, was really disappointed. Its not a bad fighter by any means, for me however, it was just boring. I cant say why exactly, it just didnt impress me. i rank it the least even under sf x tekken.
