Can someone throw out a percentage chance that this will be released in Europe?

I would actually give it 80% or more, given that Ghostlight will be releasing Devil Survivor Overclocked and Devil Survivor II in Europe.

Currently Playing: Shin Megami Tensei: Devil Survivor Overclocked, Professor Layton and the Curious Village

Anyway, first "look" of the game:

Two people, a sword and a devastated city (Tokyo, for sure)... hmm.

Nice, I'll put that in the OP.

starcraft: "I and every PS3 fanboy alive are waiting for Versus more than FFXIII.
Me since the games were revealed, the fanboys since E3."

Skeeuk: "playstation 3 is the ultimate in gaming acceleration"

I'm not sure how accurate this is and don't quote me on it, but somebody "in the know" at Gaf says that this is 100% coming to the USA as well.

yeah, I would say that it is more likely than not as well.  I've also heard that the only reason that Ghostlight haven't yet released a DS game (as you said DSII will be soon) is because they have only recently got a DS license.  As they have a 3DS license I think we can expected quite a few localisations.  Especially if DS: O and II sell well (I'll definitely buy the latter, but not the first as I imported the original just over a year ago).

Also, remember that '3rd party future 3DS release list' revealed by Nintendo at E3 2010, didn't Atlus have 4 games: Etrian Oddossey, SMT, SMT: DS and SMT: Persona?  Only Persona remains to be officially announced.  However I can't help thinking that games we haven't heard anything of since (like Ninja Gaiden 3D and Chocobo Racing) are now just vapourware.

Chocobo racing can't be dead! :(

Well, not exactly an RPG, but a mainline MH is also a new for portables. Things are changing, indeed!

It should, the US has been getting most SMT games since around the time of SMT 3 and Persona 3.

As far as Japanese publishers and fans go, portables are the primary gaming devices. Most cost less to develop for then trying to use the full power of an 360 or PS3 via development tools and engines, along with thanks to Pokemon and later Monster Hunter games, and consider the younger generation that grew up with these games, they consider it the top stuff, while the older working gamer likes having the ability to play their favorites on the go between work and home.
