Depends on where in Canada you are

In Ontario you can buy lottery tickets at 18, but to smoke, drink or enter a casino you must be 19.

Stupid. Your liver has trouble metabolizing THC so it won't get you very high, if at all. Have to extract it via butter/oil/hash, then eat it.
