I's hard to say, what the companies creating these devices there planning for them.
But yes. They were all supposed to do better.
Not all of them.
The NeoGeo is a unique exception, because it's pretty much the only console in video game history that was never meant to be a massmarket product. As such it adopted a business model that is similar to luxury cars (like Ferrari). The expected small volume of unit sales was made up for by far higher profit margins on each console and game sold.
