If you want to marry Mjoll you have to kill her stalker first.
I have yet to get married in Skyrim. I wanted to marry Ingun but she wasn't available. So I went for my reserve choice and partner in stabbing, Lydia but she didn't want to get married either. In fact, the only one who wants to marry me is the blacksmith in Riften...But I'm not like that. He's way hairy.
