You can't write user reviews, but you can rate the games you own. If you go to your profile and click on the 'Games' tab, and then click 'Game List', you'll see a list of all the games you own and sliders for rating them. This will add your vote to the 'User Score' on the game's page.

Will there ever be another chance to user reviews to be written?

Yeah!

I assume that all the badges we have gotten will carry over, including ones we've earned since the last update to them?

yeah i haven't earned any badges either. But im sure i should have a few.
