It's already a good thing you consider FFXIII a RPG :P



Going off that last point, Lost Odyssey had some really beautiful cities. Uhra was a great location to start the game:



 

 

imperial city in oblivion was pretty huge and actually had things to do unlike assassins creed.

vice city was awesome as well, wish it was bigger though lol



From the game Baldur's Gate, I give you, Baldur's Gate.

To show you just how big this area is, I'll post another picture. The party of characters are outside Sorcerous Sundries. It's around the middle-right of the map.

You can enter 99% of the buildings there and it's a City filled with things to do. It even has a sewer network

It's not really "beautiful", but in terms of "things to do", it's really high up.



                            

Around the Network

Goldenrod City from the 2nd generation of Pokemon is a personal favorite. It ends up feeling like the center of the region. You've got the department store, radio station, underground, bike shop, game corner, a nearby National Park and Pokeathlon, crossroads of the entire region ala Saffron, standard stuff like the Pokemon Center and gym, and a barber! AND you get a kickass tune!

 



Love and tolerate.

Jerusalem is great, but I like Damascus even better in Assassin's Creed.
Basically all AC cities are fantastic.



Also:



Columbia from bioshock infinite will likely be one of the best city ever. So beautiful, yet so scary.



Uhh, some Centaur village in Rise of the Argonauts.



I played WoW a bit, I would say Stormwind was pretty cool.

Of course you can never forget Koriku (spelling?) Village from OoT. There was just some much going on there, from being a hub to Fire Mountain, to the graveyard/ shadow temple, the Well, to all the chicken flying the place just rocked.
