I think Halo 3 did really well considering there were far fewer counsels back then.
If it released today it would likley match or beat the COD games on Xbox.

VGChartz/tracking sites only count physical copies of the game and they can not accurately track virtual copies of the game.

It is possible that Halo 3 has sold/shipped 13 to 14 million copies, 2 to 3 million more than the number VGChartz has counted. Online downloadable copies saves a lot on costs associated with physical copies of the game. DLC is extra money for little effort.
