Maybe... to an extent.
It won't be formally 'complete' probably until about a year before launch which is the reason why first year games look and act so much worse that games that come out in the 2nd or 3rd year and beyond of any console's lifespan.
The first launch games are probably not build utilizing all the potential new tools and maybe even highly modified old engines.
Take for example WiiU. The initial responses we have from people porting games is they are takign existing engines and such and simply getting it to work. Then they'll spend a year optimizing, improving, maybe adding a new feature or two for launch. But it won't be these games that fully express the machines capabilities. it will instead be the 2nd wave of games that come far closer to what the maching can do as they would have been built off of finalized hardware/software and new engines actually created for the new generation.
