And if either get 'killed' then the weapon or kart stop working entirely.

Definitely some good ideas in there. Here's my problem with it:
Watching guys get pelted with paintballs while taking hairpin turns would be way more exciting (imo) than watching guys drive around shooting laser beams at each other. I want to see them getting hit! Physical attacks always make for a more exciting sport (e.g. American football, boxing, etc.).
The way I see it, two things would have to happen in order for a driver to actually get blinded in that manner:
1) You'd have to get lucky, since it would probably be very difficult to shoot someone right in the eye-goggles while riding around on a go-kart
2) The driver's passenger is supposed to protect him! Only a terrible teammate allow his driver to get ravaged by the competition in that manner.
And I think too many complicated rules makes a sport less fun (which is why the NFL is quickly becoming the "No Fun League"). Keeping it simple would also make it easier to get into as a fan. Basically, it's just getting your team and your kart across the finish line in one piece!
Speaking of karts, there would have to be regulations on them obviously, but there should definitely be room for customization. As long as teams adhere to a loose set of criteria for the sake of fairness, they should be able to build their karts however they want as part of their strategy!
