I'd say Kefka (FFVI), Luca Blight (Suikoden II) and Albedo (Xenosaga). (Those people do not seem to have played too many RPGs or what?)

They're just plain crazy and evil. I've never understood how Sephiroth is all that bad. He's nothing compared to above three.
