This predictions sounds a little bit outlandish. To close the gap of 7M consoles, the PS3 have to constantly outsold the X360 the next 10 months by 0,7M each month. Last week outsold PS3 the X360 by 25K, the week before 1K, before that 2K and 12K. So that's 40K for a month. And that's in the christmas rush. The next months the absolute numbers will be much lower. Even if you think the PS3 can hold the difference of 25K every week to come - that's 100K a month. Even if it doubles the difference - 200K. Far from the 700K needed. No, the PS3 don't catch the X360 Fall 2008. I don't even believe sometime in 2008. You will have to wait until 2009 at least.
