I'm really not sure, because it will depend heavily on the number of 3DSs sold first week. 400k apparently sold out 1st day, but then there was supposed to be a second shipment, so I'm not sure if that will be counted in 1st week sales or not.
I think if the system sold 400,000 week 1, only Layton made it.
I think 500k systems week 1, then Nintendogs will make it.
If somehow it sold more than 650k systems then maybe Street Fighter IV.
But I voted just 1, because I'm not sure about the sells of the hardware.

The issue is, that's assuming that each person buys around 1.4 games with their 3DS if they sold out, and only these games, in the corrct ratio, of 100k each. Which isn't gonna happen...
Assuming it sold 300k FW
Layton and Nintendogs without a doubt. Street Fighter and Pilotwings are possibilities though

Please, don't take me too serious as not even I do that. I lack the knowledge to be sure of my guess cause I never knew or I just don't remember how consoles lanched in Japan in the past and neither do I know how japanese usually act when they purchase a console (I mean, how many games they buy), among other things.
I'm just guessing.
