I don't think the handheld skipped a gen, so no. The ds and psp were in the same gen as the ps2, gamecube and xbox, the ngp and 3ds are in the same one as the ps3, wii and 360. The handhelds just caught up to the consoles, like every other handheld before it.

According to the wiki there two different generations, one for the handhelds and one for the home consoles.
