But its happening. I mean, Ben-Ali's cabinet dropped before everything fell apart, and Mubarak has shuffled things around but that hasn't stopped anything yet

yeah rumors of resigning of presidency or not going to elect himself for the next presidency campaign. if he does the second the protests are going to continue and if he does the first i'm not sure but there will be celebrations.
