I'm BETTING it's just to celebrate Megaman's 20th anniversary, which would fall in to the uninteresting category. Anyone?  

There's something about a "present campaign". I only looked at the site quickly, but couldn't find anything interesting.

"rokkuman 20" then some kanji that I don't know how to read, then "madeato"

It's the countdown timer to "Rockman"s birthday, I do believe. Above the timer it says "countdown," it certainly appears to be nothing special. Although I think "madeato" means level?

Yep, this is almost certainly just a merchandising push or a media 'Hey, Megaman is still cool!" event. Either way, nothing to see here, folks.
