Fat cannot be made into muscle, it just doesn't work like that, they are completely different tissues. Exercises (notable cardio) will burn fat unless you continue consuming enough calories to cover those exercises. Of course pretty much everything else also burns calories, including digestion, thinking and just existing. Muscles also do, to be maintained, so having more muscles equals having a higher metabolism.
In the end it comes down to consuming less calories than you burn in order to get rid of fat. So eat foods that are filling while not overloaded with calories (pretty much avoid sweets and greasy stuff). Drink plenty of water, and move whenever you can - walk, either go to the gym or do some squats, press-ups etc at home. If you see that you end up not sticking to exercising alone, go for some training (team sports, martial arts, jogging buddy - whatever you find, just something on a schedule with other people).
Regarding where that fat is, it can be easier or harder to get rid of it, mostly due to blood circulation to the regions. However you cannot specifically target it, it will never turn into muscle and your body, when in need of energy, will decide where to take it off from. Usually places you got it last will be the ones it's taken off first.
